Talvez, TALVEZ sejam fotos que contem uma história para um determinado povo. P. ex: fotos sobre um escândalo no governo espanhol em 2010 e que a mídia ajudou a encobrir não repercutindo as notícias e tals...
Se for isso, acho que se justifica a estética do vídeo, inclusive com as sobrexposições, borrões, velocidade e tals...
Mas se for apenas uma coisa "artística", realmente tá além de minha compreensão.
Existem duas analises sobre obras, uma eh a pessoal, a leitura que vc capta baseado na expressao, tema, nome, local e tempo. Se vc nao consegue ver relacao em nada entao eh normal que nao faca sentido.
A segunda eh a intencao do autor da obra, ao qual podemos entender procurando saber pela influencia e abordagem dele sobre a obra. Se vc quer saber o que significa para o autor basta procurar no google:

Tem mais interpretacoes como a de referencia politica, historica, cultural e/ou tecnologica...
Eh que nem a obra "fountain" de Macel Duchamp. A intencao dele de expor o mictorio foi fer uma critica negativa a banalisacao da arte onde tudo se torna arte. Mas o publico interpreta como uma critica positiva sobre a arte poder ser apreciada em qualquer coisa. E os historiadores interpretam como um simbolo de transicao de periodos artisticos. E para muitos outros nada faz sentido e nao ver relacao entre nada sobre o periodo, a obra e a arte.
Tem gente que acha as fotos borradas, tortas e fora de foco de Bresson artistocas, outros julgam apenas pela importancia historica que as fotos dele representa, e ja outros ficam se perguntando o que tem de tao maravilhoso nas fotos dele.
